Under Carolyn's watch the Planning and Codes Compliance office aggressively went after students for 3 Person Rule violations. Leading to rampant evictions and students forced to relocate.

In a newspaper questionaire this year, her only provided solution to student housing and the rise of housing costs was to force the University to build more on-campus housing before allowing additional students to enroll in the university.

During her time working at the Planning and Codes Compliance office, they pursued aggressive and draconian means of surveilling students for "reported" violations.

One student who interacted with her office said, "It is unnerving to find out that we have been watched and disheartening to lose the sense of security I once felt here in Williamsburg"

Her campaign's top donor, made waves in Williamsburg calling William & Mary students living off campus a "cancer" to the Williamsburg community.
